Summary
1.Introduction
REGES Online is the new digital system developed by the Labor Inspectorate for managing employee records. From 2025, all companies in Romania with employees must migrate to this platform, replacing the old REVISAL program.
This change is part of a wider process of digitalization of the relationship between employers and state institutions. Although it requires an initial learning and adaptation effort, REGES Online also brings clear benefits: faster access, transparency and reduced bureaucracy in the long run.
In this article we’ll tell you what REGES Online is, how it works and the main news you need to keep in mind as an employer.
2.What is REGES Online?
REGES Online is a web platform that allows employers to register, modify and submit employee information exclusively online. The new solution replaces the REVISAL desktop application and promises easier access, real-time updates and transparency in dealing with the Labor Inspectorate.
3.Who is obliged to use REGES Online?
All employers in Romania who have at least one employee are obliged to use REGES Online to manage the general register of employees.
4.What is the deadline?
September 30, 2025 is the date by which full migration to REGES Online must be completed. After this date, the system becomes mandatory and REVISAL will no longer be usable.
5.Steps for implementation
The transition to REGES Online involves several steps. Here are the main steps:
- Creating an employer account in the REGES Online platform;
- Designation of the authorized person who will manage the register (internal or external);
- Migration of the REVISAL database, including verification of the correctness of existing information;
- Manual filling in of new information – such as level of education, exact occupation according to COR, additional contractual details;
- Data validation and full account activation;
- Training the internal team or working with specialists to use the platform.
6.Important news: suspensions for temporary incapacity for work
One of the most significant changes brought by REGES Online is the obligation to register in the platform suspensions of individual employment contracts due to temporary incapacity for work (sick leave). This type of suspension was not reported in REVISAL, but is now mandatory in REGES Online.
What does this mean for employers?
For each medical certificate received from employees, the employer is obliged to:
– record the suspension in REGES Online within 3 working days of receipt of the certificate;
– keep a clear record of the date of receipt of each sick leave;
– assign an entry number to each certificate from the company’s general correspondence register.
This measure introduces a clearer traceability of medical documents and involves adapting internal HR processes.
Recommendations for employers:
– Review the internal flow regarding the receipt of medical certificates;
– Make sure there is an inbound register or equivalent digital system for assigning numbers;
– Train your HR staff or work with your accounting firm to meet the 3-day legal deadline;
– Keep a clear and organized record in case of an ITM inspection.
7.REGES Online benefits for employees
Although REGES Online is primarily a platform for employers, it also brings some important news for employees. Here’s what employees need to know:
Direct access to personal information
Employees can create their own account in REGES Online and view:
- registered individual employment contract;
- function and its COR code;
- date of employment, type of contract and working hours;
- changes to salary or contract;
- suspensions, terminations or other operations carried out by the employer.
The access is based on your National ID and an account created in the platform, with authentication by ROeID or digital certificate.
REGES Online becomes an official source of information that can be used in the event of an employment dispute. The employee can prove that:
- the exact date of employment;
- the duration and nature of the contract;
- suspension periods;
- when the contract is terminated.
8.Conclusion
REGES Online is more than just a platform change – it’s a reform of the way employers manage labor relations. New features such as sick leave reporting add accountability as well as clarity.
It is essential for every employer to start preparations for the migration early: updating REVISAL data, training the team and organizing internal workflows. With good planning, the transition to REGES Online can be a natural step in modernizing the company’s administrative work.
In conclusion, REGES Online is not only an administrative tool, but also a form of modernization of the employment relationship, offering more transparency, access and control to both parties involved: employer and employee.
